Community Economic Empowerment and Legal Support (CEELS) is a local Non-Governmental Organization (NGO) founded in 2010 and fully registered under the NGO Act, 2002. Headquartered in Sumbawanga Municipal, Rukwa Region, CEELS operates across Rukwa and Katavi Regions.

Current Project

USAID Kizazi Hodari Southern Zone Project (KHSZP)

Funded by USAID through Deloitte Consulting Limited, this project focuses on delivering high-quality services for Orphans and Vulnerable Children (OVC) and their caregivers to support Tanzania’s efforts in HIV epidemic control.

Project Vision:

Delivery of high-quality services for OVCs and their caregivers.

Project Mission:

Improve the health, well-being, and protection of OVCs and youth in HIV high-burden communities within the Southern Zone of Tanzania.

Project Coverage:

The project is implemented in nine (9) councils:

  • Nkasi DC
  • Kalambo DC
  • Mpanda MC
  • Tanganyika DC
  • Nsimbo DC
  • Mpimbwe DC (listed twice—please verify)

Key Objectives of the KHSZP Project

  1. Improve case identification, linkage to ART, and viral suppression among C/ALHIV and PWLHIV.
  2. Provide differentiated service delivery packages for C/ALHIV, HEI, PWLHIV, and OVC caregivers/families.
  3. Improve case management for C/ALHIV, HEI, PWLHIV, and OVC caregivers/families.

Job Opportunity: Project Manager

  • Position: Project Manager
  • Reports to: Director
  • Supervises: PA and Technical Staff
  • Location: CEELS Office

Job Objective

To provide overall leadership and management of the Kizazi Hodari Southern Zone Project at the council level, ensuring effective linkages, collaboration, and coordination with Local Government Authorities (LGAs).

Roles and Responsibilities

  1. Provide overall technical, operational, and administrative support to project staff, ensuring adherence to organizational policies and values.
  2. Oversee the project budget, including spending, travel requests, staff liquidations, and approvals.
  3. Act as the main liaison with Deloitte for all aspects of KHSZP implementation.
  4. Lead and ensure quality and timely implementation of the project in all assigned councils.
  5. Collaborate with district and regional authorities (DSWO, DMO, DACC, CHACC) and Deloitte technical coordinators.
  6. Ensure timely preparation and submission of both financial and narrative reports.
  7. Collaborate with M&E Officers to collect and analyze data for high-quality reporting.
  8. Mentor project staff in project management, organizational development, and community work.
  9. Address performance issues and coach staff for improved delivery.
  10. Support staff in delivering quality results and achieving project goals.
  11. Provide guidance and model best practices in policies, tools, and methodologies.
  12. Represent the project at public events and stakeholder meetings at the council level.
  13. Perform other duties as assigned.

Minimum Qualifications, Experience, and Skills

Education

  • Bachelor’s Degree in Project Planning and Management, Public Health, Sociology, Business Administration, Community Development, or related fields.

Experience

  • Minimum 5 years of relevant experience in public health or OVC programming.
  • Prior experience managing staff, finance, and grants.
  • Experience with PEPFAR 3.0-funded projects in Tanzania.
  • Strong knowledge of donor regulations and program implementation.
  • Experience in at least one of the following: HIV integration, case management, child protection, youth/adolescent programming, or economic strengthening.

Skills

  • Strong Monitoring & Evaluation (M&E) skills.
  • Excellent communication and training skills in English and Swahili.
  • Ability to work independently and flexibly.
  • Strong leadership and team-building abilities.
  • Diplomatic and effective at coordinating diverse stakeholders.
